In Japan, new regulations introduced on Friday impose stringent penalties on cyclists who use mobile phones while riding, potentially resulting in up to six months of imprisonment. Under the amended road traffic law, offenders may face a maximum sentence of six months or fines reaching 100,000 yen (approximately $655 or £508).
This legislative move comes in response to a significant rise in bicycle accidents, particularly following the surge in cycling during the COVID-19 pandemic, when many individuals opted for bikes over public transportation. Local media reports indicate that authorities are now prioritizing the enforcement of safety measures for cyclists.
In addition to restricting mobile phone use, the new rules also address cyclists operating under the influence of alcohol. Those caught could face severe consequences, including up to three years in prison or fines as high as 500,000 yen (around $3,278 or £2,541).
Shortly after the implementation of these laws, Osaka authorities reported five violations, which included two individuals apprehended for cycling while intoxicated. One of these incidents involved a collision with another cyclist, although fortunately, no injuries were sustained.
The revised regulations stipulate that cyclists who cause accidents may incur fines up to 300,000 yen (around $2,000 or £1,500) or face up to one year in jail. While overall traffic accidents in Japan are decreasing, incidents involving bicycles are escalating. In 2023, more than 72,000 bicycle accidents were recorded, making up over 20% of all traffic incidents nationwide.
The first half of 2024 marked a worrying trend, with one fatality and 17 serious injuries linked to cyclists using mobile phones—the highest figures since such data began being collected in 2007. From 2018 to 2022, there were 454 accidents attributed to cyclists using their phones, reflecting a staggering 50% increase from the previous five-year period.
These latest rules are part of a broader series of safety initiatives aimed at enhancing the protection of both cyclists and pedestrians. Last year, helmet usage was made mandatory for cyclists, and a bill was passed by Japan’s parliament in May that empowers police to impose fines for traffic violations committed by cyclists.
In Japan, it is noteworthy that cycling on sidewalks is legal and widely accepted, contrasting with many other countries where such practices are often restricted. As authorities ramp up efforts to improve road safety, the hope is that these measures will contribute to a decline in cycling-related accidents while promoting responsible riding behaviors among cyclists.
