New Zealand is experiencing an unprecedented surge in applications to its revamped “golden visa” residency programme, with affluent Americans now constituting the largest proportion of applicants and interest from China accelerating sharply. The surge follows major changes to the country’s Active Investor Plus visa rules introduced in April 2025 that have dramatically lowered barriers for wealthy foreign investors seeking residency in the Pacific nation.
Under the updated rules, the minimum investment requirement was reduced to NZ$5 million, English-language proficiency is no longer mandatory, and residency obligations were slashed from three years to a mere three weeks. Applicants under this category must also invest in high-value areas such as approved managed funds or direct equity, and are permitted to purchase property only if it exceeds a NZ$5 million price threshold. These sweeping changes have made New Zealand’s investor pathway far more attractive to international capital.
Since the reforms took effect, the government has received 573 applications representing 1,833 individuals, a dramatic increase compared with just 116 applications in the more than two and a half years before the changes. That influx of investor interest has injected substantial capital into the country, with reports indicating total commitments of billions of dollars, marking a significant upswing in foreign investment through the scheme.
Americans now account for nearly 40 per cent of applicants, outnumbering applicants from any other country. According to recent government data, the number of applications from China has more than doubled since mid-2025, and Hong Kong also ranks among the top source regions. Investors from Germany, Taiwan, Singapore, Vietnam, Japan, South Korea and Great Britain also feature among other nationalities seeking residency through the programme.
For many applicants, the appeal of New Zealand goes beyond financial investment. Some wealthy families and business owners see the visa as a gateway to a secure, stable political environment and a desirable lifestyle amid global uncertainties, particularly with deep divisions and political tensions in the United States. A Californian venture capital couple who became one of the early visa grantees said they were attracted by New Zealand’s natural beauty, strong entrepreneurial culture and potential to contribute positively to the local economy, opting to invest in tech start-ups and other ventures.
Despite these attractions, the programme has ignited debate within New Zealand over immigration policy and economic strategy. Critics argue that allowing wealthy foreigners to secure residency through high investment thresholds could intensify existing housing market pressures and raise questions about equity and fairness, especially in a country where many citizens have emigrated in recent years due to economic challenges such as high living costs and limited job opportunities. Meanwhile, supporters contend that such investment brings in capital that spurs innovation and job creation, especially in growth sectors like technology and agritech.
The Golden Visa scheme’s success illustrates how New Zealand’s efforts to attract high-net-worth international investors have reshaped the country’s immigration landscape.
