At Palolem beach in southern Goa, the midday sun beats down on the crescent-shaped shoreline, but that has done little to slow the flow of tourists splashing in the Arabian Sea. Beach shacks and budget guesthouses lining the bay—once popularised by Goa’s reputation as India’s “party capital”—are full, yet the crowd profile has changed dramatically over recent years.
Where Europeans and Russian travellers once dominated the beaches of Palolem and other coastal villages, the scene today is overwhelmingly domestic. Foreign tourists, long associated with Goa’s hippie legacy dating back to the 1960s and 70s, are noticeably fewer, while Indian travellers from across the country now form the bulk of visitors. This shift reflects a broader change in the state’s tourism dynamics, with domestic tourism rising sharply even as international arrivals decline.
Official figures from the Goa tourism department highlight the reversal. Foreign tourist arrivals, which stood at nearly 900,000 in 2017, have dropped to around 500,000 by 2025. In contrast, domestic tourism has grown significantly, rising from 6.8 million visitors in 2016 to more than 10 million in the previous year. State tourism officials have attributed part of the decline in international travel to global geopolitical instability, including the impact of conflicts and disruptions in international travel routes.
However, the downturn in foreign arrivals predates recent geopolitical tensions. Industry experts and frequent visitors point to a combination of economic pressures, changing travel preferences, and structural challenges in Goa’s tourism ecosystem. Rising airfares, inflationary pressures, and the aftereffects of the Covid-19 pandemic have made long-haul travel less accessible for many Europeans. Russian travellers, once a significant segment of Goa’s winter tourism season, are also increasingly opting for closer and cheaper destinations such as Turkey and Egypt.
Travelers interviewed by international media noted that financial constraints in their home countries have played a major role in reducing outbound travel. Others pointed to more practical issues such as complicated visa procedures and increased costs for long-term tourist visas. Some industry stakeholders argue that delays in visa processing have made Goa less attractive compared with competing destinations in Asia that offer smoother entry systems or visa-on-arrival facilities.
According to travel operators, countries such as Vietnam and Sri Lanka have gained a competitive edge due to lower costs, better connectivity, and easier planning for last-minute trips. In some cases, charter groups that previously travelled to Goa have reportedly switched destinations entirely due to price advantages and streamlined travel arrangements elsewhere.
Infrastructure and connectivity challenges have also contributed to the slowdown. The discontinuation of direct international flight routes, including services linking London Gatwick to Goa, has made travel less convenient for European visitors, often requiring additional layovers in cities like Mumbai. At the same time, accommodation costs in Goa’s premium and mid-range hotels have increased due to growing domestic demand and the rise of the MICE (meetings, incentives, conferences, and exhibitions) sector, further pricing out some foreign tourists.
Local industry stakeholders also point to internal logistical issues, including limited availability of affordable beachfront accommodation, high taxi fares, and tensions between traditional taxi unions and app-based ride services. These factors, they argue, affect the overall travel experience and convenience for international tourists accustomed to seamless mobility in other destinations.
Hotel operators in popular areas such as Baga and Calangute acknowledge a decline in foreign occupancy, though domestic bookings have helped offset losses. However, industry representatives note that foreign tourists typically stay longer and spend more on excursions, dining, and rentals, making them more valuable to the broader tourism ecosystem.
While Goa continues to attract large numbers of domestic visitors, the changing composition of its tourist base has sparked concern among stakeholders about the long-term sustainability of its international appeal.
