The immigration policies pursued by the administration of US President Donald Trump are drawing renewed criticism from climate experts and human rights advocates, who argue that the measures disproportionately affect people from some of the world’s most climate-vulnerable countries.
A recent analysis has found that a significant number of nations facing full or partial US travel and immigration restrictions rank among the countries most exposed to climate-related disasters such as droughts, floods, rising temperatures and extreme weather events. Of the 39 countries currently subject to varying levels of US entry restrictions, more than half are considered highly vulnerable to the impacts of climate change. These include several African nations such as Chad, Niger, Sudan, Somalia and Sierra Leone, which have witnessed repeated climate shocks in recent years.
The findings have reignited debate over the growing phenomenon of climate-induced migration. As worsening environmental conditions undermine agriculture, destroy livelihoods and intensify conflicts over resources, millions of people around the world are being forced to leave their homes. However, international law does not formally recognise “climate refugees” as a protected category, leaving many displaced people without a clear legal pathway to seek refuge abroad.
Advocates argue that the challenge is becoming increasingly urgent as climate change accelerates. Countries already struggling with poverty, political instability and weak infrastructure are often the same nations experiencing severe climate disruptions. Humanitarian organisations have warned that restricting migration opportunities for people from these regions could worsen existing crises and leave vulnerable populations trapped in dangerous conditions.
Critics have also pointed to broader policy decisions by the Trump administration, including support for fossil fuel development, efforts to roll back climate regulations and reductions in international climate assistance. According to experts, such actions could further contribute to environmental pressures that drive migration while simultaneously limiting options for those displaced by climate-related events.
The issue has gained additional attention amid the administration’s wider immigration crackdown. President Trump recently signed a $70-billion immigration enforcement package aimed at strengthening border security and expanding the capacities of agencies such as Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP). The legislation provides funding for enforcement operations through the remainder of his term and has been praised by supporters as a major investment in national security. Opponents, however, contend that it prioritises enforcement over humanitarian considerations and lacks adequate safeguards and oversight mechanisms.
Immigration advocates maintain that the United States and other developed countries will increasingly face difficult questions about how to respond to migration driven by environmental change. Several proposals aimed at creating legal protections or special visa pathways for people displaced by climate disasters have been introduced in recent years, but none have advanced significantly in Congress.
Experts warn that without new legal frameworks and stronger international cooperation, climate-related displacement is likely to intensify over the coming decades. They argue that addressing the root causes of migration through climate adaptation measures, disaster resilience programmes and sustainable development initiatives may ultimately prove more effective than relying solely on restrictive border policies. As global temperatures continue to rise and extreme weather events become more frequent, the debate over climate migration is expected to remain a major policy challenge for governments worldwide.
