Facing record levels of international tourism and mounting pressure on infrastructure, heritage sites and local communities, Japan is increasingly embracing a dual-pricing model that charges overseas visitors more than local residents. Authorities and tourism operators argue the approach will help preserve cultural landmarks, improve visitor facilities and manage overcrowding without discouraging foreign arrivals.
The shift comes as Japan continues to witness an unprecedented tourism boom, aided by the weak yen and a strong recovery in global travel. While tourism has become a major contributor to the country’s economy, it has also created challenges in popular destinations where residents have complained about traffic congestion, littering, rising maintenance costs and overcrowding at iconic attractions.
One of the most prominent examples is Himeji Castle, a UNESCO World Heritage Site, which recently introduced a revised admission system. Under the new policy, residents of Himeji continue to receive discounted entry, while visitors from outside the city pay a substantially higher fee. Although the number of visitors declined after the pricing change, overall ticket revenue reportedly doubled, demonstrating that higher charges for non-residents could generate significantly greater funds for conservation and site management.
Japanese authorities have been careful to frame the policy as a resident discount rather than a surcharge aimed specifically at foreign tourists. By basing the pricing structure on residency instead of nationality, policymakers hope to avoid accusations of discrimination while recognising that local taxpayers already contribute to the maintenance of public attractions.
The concept is gradually expanding beyond historical monuments. Cities struggling with heavy tourist footfall, including Kyoto, are exploring similar approaches for public transport and other visitor services. Several municipalities have also introduced differential pricing at museums, parks and cultural facilities as they seek additional revenue for upkeep and crowd management.
The national government is complementing these efforts with broader tourism-related measures. Authorities have increased visa fees for many visitors and raised the international departure tax, with the additional revenue expected to fund improvements such as smart crowd-management systems, artificial intelligence-based visitor monitoring, upgraded sanitation facilities and better tourism infrastructure.
Despite concerns from some tourism operators and foreign residents about fairness, supporters argue that many international travellers are willing to pay higher prices in exchange for access to world-renowned destinations and better visitor experiences. They contend that the additional income can help protect fragile heritage sites while ensuring local communities are not burdened by the costs associated with mass tourism.
The debate has nevertheless sparked wider discussions about equality and hospitality. Critics warn that two-tier pricing could create perceptions of unequal treatment if not implemented transparently. Some business owners have also expressed reservations, saying Japan’s tradition of welcoming guests should remain uniform regardless of where visitors come from.
Even as the debate continues, Japan remains committed to ambitious tourism growth targets. The government aims to attract around 60 million international visitors annually by the end of the decade while increasing tourism spending. Officials believe carefully designed differential pricing, coupled with investments in infrastructure and heritage conservation, could help balance economic gains with the need to preserve the country’s cultural assets and maintain the quality of life for local residents.
