Canada, once regarded as the preferred overseas education destination for Indian students, is witnessing a significant decline in fresh enrolments as tougher immigration policies, higher financial requirements and growing uncertainty over post-study opportunities prompt students to explore alternative countries. The changing trend marks a major shift in international education patterns, with education experts pointing to multiple factors that have weakened Canada’s long-standing appeal.
According to recent data released by Canadian authorities, the number of international students choosing Canada has fallen considerably in 2026, with Indian students accounting for a substantial share of the decline. For more than a decade, India had remained the largest source of international students in Canada, driven by relatively easier study permit rules, post-graduation work opportunities and pathways to permanent residency. However, those advantages have gradually narrowed following a series of policy reforms introduced by the Canadian government.
One of the biggest reasons behind the slowdown is Canada’s decision to significantly reduce the intake of international students. Under its 2026–2028 Immigration Levels Plan, the government has imposed stricter caps on study permits to ease mounting pressure on housing, healthcare and public infrastructure. Education consultants believe Indian students have become far more selective in their overseas education decisions than they were a few years ago. Instead of viewing Canada as the default destination, students are now comparing multiple countries before making final choices. Greater access to information, changing global immigration policies and rising awareness about employment outcomes have encouraged applicants to adopt a more cautious approach.
Despite the decline, Canada remains one of the world’s leading destinations for higher education and continues to attract thousands of international students each year. Canadian universities continue to enjoy strong global rankings, research infrastructure and multicultural campuses. However, experts suggest that unless immigration policies become more predictable and affordability improves, the country may continue to face stiff competition from emerging study destinations that are increasingly appealing to Indian students seeking better educational and career opportunities abroad.
