Japan has taken a significant step toward strengthening its national disaster preparedness by approving legislation to establish a secondary capital outside Tokyo, a move aimed at ensuring continuity of government in the event of a major natural disaster or national emergency. The proposal reflects growing concerns over the country’s heavy dependence on Tokyo as the sole administrative and political centre, particularly given Japan’s vulnerability to earthquakes and other large-scale disasters.
The newly passed legislation provides a framework for identifying and developing an alternative administrative hub capable of temporarily taking over essential government functions if Tokyo becomes inoperable due to a catastrophic event. While Tokyo will continue to remain Japan’s official capital, the proposed secondary capital is intended to function as a backup centre that can ensure uninterrupted governance, public administration and emergency response during crises.
The bill received approval after an intense and closely contested debate in Japan’s parliament. It was passed in the Upper House by a narrow margin of 123 votes to 121 following days of political negotiations and an extended parliamentary session. The ruling Liberal Democratic Party and its coalition ally, the Japan Innovation Party, strongly backed the proposal, arguing that Japan must prepare for worst-case scenarios involving large earthquakes, particularly those that could severely impact the Tokyo metropolitan region.
Supporters of the legislation contend that concentrating nearly all key government institutions, ministries and administrative functions in Tokyo creates a major national risk. Experts have long warned that a powerful earthquake striking the capital could disrupt governance, communication networks and emergency coordination. Establishing an alternative administrative centre, they argue, would provide resilience and ensure that critical government operations continue without interruption. The proposal is also expected to contribute to balanced regional development by encouraging investment and infrastructure growth beyond Tokyo.
However, the plan has also attracted criticism from several opposition parties, which questioned both its urgency and financial implications. Critics argued that Japan already has disaster-response mechanisms and backup facilities around Tokyo, making the creation of an entirely new administrative capital unnecessary. They also expressed concerns over the enormous costs involved and warned that the project could become politically motivated rather than being driven purely by disaster preparedness. Some lawmakers further argued that greater investment should instead be directed towards strengthening existing infrastructure and disaster mitigation measures.
Although the legislation establishes the legal basis for creating a secondary capital, it does not specify where the new administrative hub will be located. Several regions have already expressed interest in hosting the facility. Osaka is widely viewed as a leading contender because of its established infrastructure, economic significance and transport connectivity. Aichi Prefecture and Fukuoka have also emerged as strong candidates, with local governments highlighting their administrative capabilities and readiness to support the national initiative. The final decision is expected to follow detailed feasibility studies and consultations.
The proposal is part of Japan’s broader efforts to decentralise governance and reduce excessive concentration of people, businesses and government institutions in Tokyo. Besides improving national resilience against disasters, policymakers believe the initiative could promote economic growth in regional cities and support more balanced national development over the long term. While the debate over costs and implementation is likely to continue, the passage of the legislation marks a significant milestone in Japan’s efforts to safeguard government continuity in the face of future emergencies.
