The United States has announced that it will permanently implement its visa bond programme for citizens of 50 countries, requiring eligible applicants seeking certain non-immigrant visas to deposit a refundable bond of up to $20,000 before receiving permission to travel. The move follows what the US government describes as the success of a year-long pilot initiative that significantly reduced visa overstays and strengthened compliance with immigration rules.
According to a notification issued by the US State Department, the policy will come into effect from August 3, 2026, and will apply primarily to applicants seeking B-1 business visas and B-2 tourist visas. Under the revised rules, consular officers will have the authority to determine whether an applicant must furnish a visa bond and decide the amount, which can be as high as $20,000 depending on the individual’s circumstances. The previous pilot programme allowed bonds ranging from $5,000 to $15,000, but the final regulation has removed the lowest tier and increased the maximum amount.
The visa bond functions as a financial guarantee that visitors will comply with the terms of their stay in the United States. If a visa application is denied, the bond will be refunded. Similarly, travellers who receive a visa and depart the country within the authorised period without violating immigration conditions will also receive their money back. However, individuals who overstay their visas or breach immigration rules risk forfeiting the bond.
US officials say the programme was introduced to tackle the growing issue of visa overstays, which they argue place an additional burden on immigration enforcement agencies. Government estimates indicate that locating, arresting and deporting individuals who overstay their visas can cost thousands of dollars per case. During the pilot programme, authorities recorded a dramatic decline in overstays among citizens of participating countries, strengthening the administration’s case for making the initiative permanent.
The programme currently covers 50 countries, with nearly 30 of them located in Africa. Other affected nations include Bangladesh, Nepal, Bhutan, Cambodia, Georgia, Mongolia and several Caribbean and Pacific island nations. India is not included in the list of countries subject to the visa bond requirement, meaning Indian citizens applying for B-1 or B-2 visas will not be required to pay the additional bond under the current policy. The US government has, however, stated that more countries could be added to the programme in the future if necessary.
Official figures also revealed that the programme affected far more applicants than initially anticipated. While authorities had expected roughly 2,000 visa applicants to be required to post a bond, around 20,000 applicants eventually fell under the programme. Nearly half of them chose not to proceed with their visa applications after learning about the financial requirement. As a result, the number of business and tourist visas issued to citizens from the listed countries declined sharply, with officials reporting an 83 per cent reduction.
The policy has, however, attracted criticism from immigration experts and civil rights advocates, who argue that it creates a financial barrier for legitimate travellers. Critics contend that many applicants from lower-income nations may find it impossible to arrange such large sums of money, effectively limiting opportunities for tourism, family visits, education and business travel. They also argue that the programme disproportionately impacts developing countries, particularly those in Africa, and could discourage genuine visitors from applying for US visas.
Despite the criticism, the Trump administration maintains that the visa bond programme is an effective tool for strengthening immigration compliance and reducing unlawful overstays. Officials believe the permanent policy will continue to discourage misuse of visitor visas while ensuring that travellers who comply with US immigration laws face no financial loss, as the bond remains fully refundable upon meeting all visa conditions.
