England and Wales are facing growing concerns over water security after an exceptionally dry summer pushed large parts of the region into official drought conditions, raising questions over whether prolonged shortages could eventually affect household water supplies. The warning comes after England recorded its driest July since records began almost two centuries ago, with rainfall falling to just 7 per cent of the long-term average.
Half of England and the whole of Wales have now been officially classified as being in drought. Authorities have described the current situation as exceptionally serious, warning that its effects could continue to be felt by the environment and economy even if rainfall improves in the coming months. Unlike a temporary spell of dry weather, a drought only ends when rivers, reservoirs and groundwater levels return to normal, a process that can take considerably longer than the return of rain.
The latest crisis has highlighted a growing contradiction in Britain, a country traditionally associated with frequent rainfall but increasingly vulnerable to water shortages during hotter and drier summers. Heavy rainfall during winter can replenish reservoirs and groundwater, but rising temperatures and more frequent heatwaves are increasing water demand at the very time natural supplies are under pressure. Climate change is also making rainfall patterns less predictable, complicating efforts to manage the country’s water resources.
A major concern is the lack of additional water-storage capacity. No new reservoir has been built in the UK since 1992, even as the population has grown and demand for water has increased. Farmers and industry groups have called for faster planning procedures to allow additional reservoirs and on-farm storage facilities to be developed. Experts say greater storage would enable more water to be captured during periods of heavy rainfall and used during prolonged dry spells.
Water leakage is another significant problem. Research cited in the report estimates that water companies in England and Wales lose around 2.87 billion litres of water each day through leaking infrastructure. This is equivalent to enough water to fill about 1,150 Olympic-sized swimming pools and represents a substantial proportion of the water being pumped through the network. Reducing leakage is therefore seen as one of the most important ways of improving resilience without placing additional pressure on rivers and groundwater.
Water supplies are also being affected by demand from sectors beyond households. Agriculture, electricity generation, manufacturing, fish farming and other industries draw significant quantities of water from the environment. At the same time, population growth and emerging demands from data centres and energy infrastructure are expected to increase pressure on already stretched resources.
The Environment Agency has warned that, without urgent measures, England’s public water supply could face a shortfall of around 5 billion litres a day by 2055. The projected deficit is being driven by a combination of rising demand, ageing infrastructure, inadequate investment and climate-related reductions in water availability.
The immediate effects of the drought are already being felt. Around 40 per cent of England’s population is under hosepipe restrictions, while some areas are experiencing critically low supplies. South East Water has warned that customers in its region could face interruptions unless demand is reduced. In some parts of the country, housing and business developments have also been delayed because of concerns about the availability of water and inadequate infrastructure.
Officials have a range of emergency measures available if conditions deteriorate further. Water companies can introduce restrictions on non-essential use, seek drought orders and manage pressure within affected networks. In an extreme emergency, some areas could face rota-based supplies, meaning households receive water only during specified periods. Such measures would represent a serious escalation from the hosepipe restrictions currently in place.
The possibility of severe shortages has revived memories of the 1976 drought, when some water companies were forced to restrict supplies and residents relied on standpipes in streets. Experts have warned that current conditions in some areas are comparable with, or potentially worse than, those experienced during that historic drought, although the eventual severity of the present crisis will depend heavily on weather conditions in the months ahead.
Reducing household consumption is also being encouraged. Average daily water use in England and Wales is estimated at around 139 litres per person. Authorities have promoted measures such as low-flow showerheads, efficient toilet systems and smart meters to help households monitor and reduce consumption. Dietary choices can also influence an individual’s overall water footprint, with some estimates suggesting that adopting a vegetarian diet could significantly reduce water consumption associated with food production.
However, experts stress that individual conservation alone will not solve the problem. Long-term investment in repairing leaking pipes, developing new reservoirs and water-transfer schemes, improving demand management and protecting natural water sources will be essential. The Environment Agency expects demand reduction and leakage control to account for a significant share of efforts to close the projected future water deficit, with the remainder requiring additional supplies.
The situation is further complicated by growing concerns over water quality. Government data has indicated widespread chemical pollution in English water bodies, while only a relatively small proportion of surface waters have achieved good ecological status. This means the country is confronting not only a shortage of available water but also challenges over the quality of the resources that remain.
While England and Wales are unlikely to suddenly run completely out of water, experts warn that without substantial investment and changes in consumption patterns, increasingly severe restrictions and local shortages could become more common. With climate change expected to bring hotter summers and greater uncertainty in rainfall, the current drought is being viewed as a warning of the broader water-security challenges Britain may face in the coming decades.
