England is facing a widespread water pollution crisis, with every river, lake and estuary assessed in the latest government evaluation found to have failed to meet the required standard for good chemical status. The findings, based on a comprehensive assessment by the Environment Agency, have raised fresh concerns over the long-term health of the country’s waterways and the effectiveness of existing measures to control chemical pollution.
The six-yearly assessment examined England’s surface waters for a range of contaminants, including PFAS, commonly known as “forever chemicals”, microplastics and other hazardous substances. According to the assessment, all the surface water bodies tested exceeded permitted standards for at least one chemical, meaning none could be classified as having good chemical status.
The results are particularly significant because England is legally required to achieve good chemical and ecological status for its water bodies. The current target under the water framework regulations is December 2027, although certain chemical pollutants have deadlines extending into the 2030s. However, the Environment Agency’s projections suggest that England’s waterways may not achieve good chemical status until as late as 2063 because of the persistence of some pollutants in the environment.
Much of the chemical failure is attributed to mercury, PFOS and PBDEs. PFOS belongs to the wider group of PFAS chemicals, which are highly persistent and can remain in the environment for long periods. PBDEs were previously used as flame-retardant substances. Because these chemicals break down extremely slowly, they can remain in rivers, lakes and sediments long after their original use or release and may accumulate within ecosystems.
The assessment also paints a worrying picture of the ecological condition of England’s waters. Only 14.3% of surface water bodies achieved good ecological status, down from 16.3% in the previous assessment conducted in 2019. The Environment Agency has cautioned, however, that the two sets of figures cannot be directly compared because changes have been made to the analytical methods used to assess water quality.
Environmental organisations have reacted strongly to the findings, arguing that the scale of contamination demonstrates the need for tougher regulation and faster action against sources of pollution. Campaigners have criticised the government for what they describe as inadequate controls on persistent chemicals and have called for stronger safeguards comparable with those being introduced in Europe.
The issue extends beyond the operations of water companies. Agricultural pollution, including runoff containing fertilisers, pesticides and animal waste, has emerged as a major contributor to damage in Britain’s rivers. Environmental groups have urged the government to work more closely with farmers to reduce excessive use of agricultural chemicals and encourage practices that protect waterways.
Concerns have also been raised over mercury pollution. Mercury is a powerful neurotoxin and exposure can affect several parts of the human body, including the nervous, digestive and immune systems, as well as the kidneys, lungs, skin and eyes. Campaigners have pointed to the continued presence of mercury pollution as evidence that stronger controls are required.
The Environment Agency said it was undertaking several measures to better understand the presence of chemicals in the environment and identify their potential sources. The agency said its work covers rivers, groundwater and areas linked to drinking-water supplies.
The findings have nevertheless intensified pressure on the government to introduce wider reforms across the water sector. Environment Secretary Angela Eagle said the results demonstrated the need for “wholesale change” in the sector. Environmental campaigners, meanwhile, argue that tackling pollution will require action across multiple industries rather than focusing solely on sewage discharges from water companies.
Scientists have also warned that the scale of contamination could be even greater if a wider range of chemicals were included in routine monitoring. Prof Alex Ford of the University of Portsmouth said the existing assessment could be underestimating the extent of the problem because additional contaminants might reveal further failures.
The latest assessment therefore presents a difficult challenge for policymakers. With persistent chemicals expected to remain in the environment for decades, meeting the existing 2027 target appears increasingly difficult. Environmental groups are calling for stronger regulation at the source, greater accountability for polluters and investment in measures that can prevent further contamination, rather than relying solely on the natural degradation of chemicals over time.
The Environment Agency’s findings underline that England’s water pollution problem is not confined to isolated rivers or individual incidents. Instead, the contamination is widespread across the country’s surface waters, raising questions about the protection of aquatic ecosystems, wildlife and the long-term quality of the nation’s water resources.
