The Spanish government has decided to transfer around 500 unaccompanied migrant children from the North African enclave of Ceuta to mainland Spain, reversing an earlier position that migrants who entered the territory irregularly would not be allowed to move to the mainland. The decision comes amid mounting pressure on local authorities in Ceuta, where reception facilities have been struggling to cope with a large influx of migrants and hundreds of minors.
The move is aimed particularly at vulnerable children, with priority expected to be given to girls and younger minors. Spanish authorities are working with Ceuta’s administration to identify those who can be relocated and determine appropriate arrangements for their care once they reach the mainland. Options include accommodation through child-protection organisations, foster arrangements and other temporary reception facilities.
The decision marks a significant change in Madrid’s approach to the migration situation in Ceuta. Earlier in August, the Spanish government had indicated that migrants who had entered the territory illegally would not be permitted to travel onwards to mainland Spain. However, the continuing pressure on the enclave’s child-protection system and concerns over the welfare of migrant children have prompted the government to reconsider its position.
Ceuta, a Spanish territory located on the North African coast, has been at the centre of an unprecedented migration crisis following a mass influx from Morocco at the end of July. Spanish authorities said as many as 72,000 people crossed into the territory by land and sea during the episode, with dozens of people reported to have died. Although the overwhelming majority subsequently returned to Morocco, thousands remained in Ceuta, including a substantial number of unaccompanied minors.
The scale of the arrivals placed considerable pressure on the small territory’s shelters and public services. Spanish officials said more than 1,300 minors had been registered in Ceuta earlier this month. Images of children sleeping in streets and struggling to access basic facilities intensified calls for urgent action from humanitarian organisations and government officials. The Spanish government subsequently announced additional financial support for the care of unaccompanied minors in the enclave.
The relocation plan also reflects Spain’s existing legal framework governing the distribution of unaccompanied migrant children. A reform of the country’s immigration rules introduced a mechanism for transferring minors from territories where reception systems are overwhelmed to other parts of Spain. The system was developed following previous pressure on reception centres in the Canary Islands, and hundreds of children have already been moved from the islands to mainland Spain under the arrangement.
However, the government’s decision has generated political controversy. Conservative and far-right groups have opposed the transfer of migrant children to mainland regions, arguing that responsibility for the arrivals should not be shifted to other Spanish communities. Some regional authorities have also expressed concerns about their capacity to accommodate additional minors.
The Spanish government, meanwhile, has maintained that vulnerable children cannot simply be returned without following legal procedures and assessing their individual circumstances. Officials have stressed that the welfare and protection of minors must remain a priority while authorities address the broader migration crisis.
The situation has also placed renewed attention on Spain’s relationship with Morocco and the European Union. Ceuta is one of only two Spanish territories on the African continent and represents a key external border of the European Union. The recent influx has raised wider questions about border management, cooperation with Morocco and the distribution of responsibility for migrants arriving at Europe’s southern frontier.
For the children remaining in Ceuta, the planned relocation is expected to ease overcrowding and provide access to more suitable accommodation and support services. The transfer of around 500 minors represents a relatively small part of the wider migration crisis, but it is being viewed as an important immediate step to address the humanitarian pressures facing the enclave.
Spanish authorities are expected to continue assessing the situation and coordinating with mainland regions before the transfers take place. The government has indicated that particularly vulnerable children will be prioritised, while arrangements will be made to ensure that their relocation complies with Spain’s legal and child-protection obligations.
