Canadian Prime Minister Mark Carney’s standing among voters has strengthened as his government takes an increasingly firm position in the country’s escalating trade dispute with the United States, with public opinion appearing to rally around efforts to defend Canada’s economic interests.
Carney, who came to office promising to protect Canadian sovereignty and reduce the country’s dependence on the US, has faced one of the most challenging periods in Canada-US relations in decades. The dispute has intensified following the collapse of trade negotiations between Ottawa and Washington, with both sides imposing or preparing retaliatory measures against each other.
Recent polling cited in reports suggests that Carney’s approval has climbed to around 62%, while a large majority of Canadians support his government’s decision to walk away from what Ottawa considered an unacceptable trade agreement. The improvement in his popularity comes despite concerns that the prolonged trade confrontation could create economic difficulties for Canadian businesses and consumers.
Carney has sought to present the dispute not simply as a tariff disagreement but as a broader test of Canada’s ability to make independent economic decisions. His government has repeatedly stressed that any future trade agreement with Washington must provide stability, credibility and fair access for Canadian businesses. On September 3, Carney said Canada remained prepared to reach a deal with the US, provided it benefited businesses and workers in both countries.
The tensions have grown considerably since trade talks broke down in August. The US imposed steep tariffs on a range of Canadian products, including a 50% levy on certain goods. Canada has responded with retaliatory tariffs covering about $20 billion worth of US imports. Ottawa has also indicated that it wants to diversify its economy and reduce its reliance on the American market by expanding commercial ties with other countries and regions.
The latest escalation has added further pressure to businesses on both sides of the border. Washington has announced bans on certain Canadian dairy products, motorcycles and most alcoholic beverages, measures that are scheduled to take effect later this month. The United States has also taken steps affecting Canadian companies and products in government procurement. Canada, meanwhile, has defended its retaliatory measures as necessary to protect domestic industries from American trade restrictions.
Despite the economic risks, the confrontation appears to have generated a strong sense of national solidarity in Canada. Canadian consumers have increasingly shown support for domestic products, while some businesses have responded by finding Canadian or alternative suppliers and looking for markets beyond the United States. The trade dispute has therefore become closely linked with a wider discussion about Canadian economic independence.
Carney has attempted to balance his tough rhetoric with an openness to negotiations. He has made clear that Canada does not want a permanent breakdown in its relationship with its largest trading partner. However, his government has rejected the idea that Ottawa should accept an agreement it considers damaging to key Canadian industries.
The prime minister has also promoted measures aimed at strengthening domestic economic capacity. Earlier this month, his government announced a C$4.7 billion investment to build and maintain VIA Rail passenger cars in Canada, a project expected to create nearly 700 jobs and result in 313 new rail cars. The move reflects Ottawa’s broader push to strengthen domestic production and reduce reliance on American supply chains.
For Carney, the political challenge will be maintaining public support while limiting the economic damage caused by the trade conflict. Canada remains deeply integrated with the US economy, making a prolonged confrontation costly for businesses and consumers. The Canadian government has therefore continued to signal that it is willing to negotiate, but only on terms it believes protect the country’s long-term interests.
The growing approval for Carney suggests that many Canadians currently view his approach as a defence of national interests rather than simply a failure to reach a trade agreement. With tensions continuing to rise and Washington introducing additional restrictions, the prime minister’s ability to combine resistance with diplomacy could prove crucial in determining both the future of Canada-US relations and his own political fortunes.
