Canada witnessed a sharp decline in the number of new immigrants in 2025, with official figures showing that the country admitted significantly fewer permanent residents compared with the previous year. The reduction has largely been attributed to a steep fall in arrivals from India, which has traditionally been the largest source of immigrants to the North American nation.
According to recent immigration data, Canada welcomed around 393,530 new permanent immigrants in 2025, marking a nearly 20% decrease from the 483,655 people admitted in 2024. The drop represents one of the most notable year-on-year declines in recent years and reflects changes in immigration policies as well as shifts in international mobility patterns.
Analysts say the decrease was strongly influenced by a reduction in the number of Indian nationals arriving in the country. For years, India has remained the top source of immigrants to Canada, contributing a significant share of skilled workers, students and families seeking permanent residency. However, the number of Indians entering the country declined considerably in 2025, contributing heavily to the overall reduction in immigration levels.
The decline is also linked to stricter policies introduced by Canadian authorities in recent years. Facing mounting pressure over housing shortages, rising living costs and infrastructure constraints, the government had earlier signalled its intention to slow down population growth by reducing immigration targets and tightening rules governing temporary residents. These policy shifts were aimed at easing pressure on housing markets and public services while ensuring that immigration remains sustainable.
Another major factor behind the drop has been a sharp fall in the number of international students and temporary workers arriving in the country. Canada has introduced measures to curb the rapid expansion of international student numbers, including stricter scrutiny of study permit applications and a cap on new permits. These changes have particularly affected applicants from India, who form the largest group of foreign students in Canada.
Data from immigration authorities also show that refusal rates for student visas have risen significantly in recent months. At one point in 2025, nearly three out of four study permit applications from Indian nationals were rejected, a sharp increase compared with previous years. The crackdown has been linked to concerns over fraud in visa applications and the growing strain on housing and services in Canadian cities with large student populations.
Experts believe the slowdown in immigration reflects a broader recalibration of Canada’s migration system. While immigration remains central to the country’s economic strategy, particularly for addressing labour shortages and supporting population growth, policymakers appear to be moving towards a more controlled and selective approach.
Despite the decline in new arrivals, Canada continues to remain one of the most attractive destinations for migrants globally due to its strong economy, education opportunities and pathways to permanent residency. However, the latest figures suggest that the country is entering a phase of moderated immigration growth, with future inflows expected to stabilise at lower levels compared with the record highs recorded in recent years.
