Greenland’s parliament has unanimously backed a proposal to prohibit deep-sea mining and exploration until at least the end of 2029, marking a significant step towards protecting the Arctic territory’s marine environment as interest in its untapped mineral resources continues to grow.
The decision, adopted on Thursday, October 15, calls on the Greenlandic government to prepare legislation that would impose a temporary ban on deep-sea exploration and mining. The proposed restriction could be extended in two-year increments, depending on future decisions.
However, the parliamentary vote is not itself an enforceable ban, and the restrictions would take effect only if the proposed legislation is passed. The move comes amid growing concerns about the potential environmental consequences of extracting minerals from the seabed.
Greenland, an autonomous territory within the Kingdom of Denmark, has extensive natural resources, including mineral deposits that could prove valuable for emerging technologies and defence industries. However, environmental groups and local communities have raised concerns about the possible impact of mining activities on marine ecosystems and livelihoods.
Fisheries remain a major pillar of Greenland’s economy, while hunting continues to be important for people living in several local communities. The prospect of deep-sea mining has therefore raised questions about how the territory can pursue economic development without putting its natural resources and traditional ways of life at risk.
WWF Greenland welcomed the parliamentary decision, describing it as a positive step towards safeguarding the environment. The organisation has highlighted the limited scientific understanding of the potential consequences of deep-sea mining for marine ecosystems and biodiversity.
The debate also reflects a broader dilemma facing Greenland, which has been exploring ways to strengthen its economy and reduce its dependence on financial support from Denmark. The territory has a population of approximately 57,000 and receives Danish government subsidies that account for around one-fifth of its economy.
Developing its mineral resources is viewed by some as a possible route towards greater economic independence. However, turning those resources into a reliable source of revenue would require substantial investment, particularly given Greenland’s harsh climatic conditions and limited infrastructure. These challenges have also restricted the development of conventional energy industries.
The parliamentary vote took place a day after US President Donald Trump said that the exploitation of oil, gas and minerals in Greenland was about to begin. Although Trump did not specifically refer to deep-sea mining, his remarks have drawn attention to the growing strategic importance of the Arctic territory and its natural wealth.
Greenland halted the issuance of new oil and gas exploration permits in 2021. Industrial-scale oil and gas drilling has not taken place in the territory, with difficult weather conditions and inadequate infrastructure posing significant obstacles to commercial operations. The territory’s resources have also attracted international attention because of their potential importance to advanced technology and defence manufacturing.
At the same time, Greenland’s political leadership faces the challenge of balancing economic opportunities with environmental protection and the interests of its population.
The latest proposal signals an attempt to exercise caution before allowing potentially disruptive activities in the marine environment. If enacted, the moratorium would provide a period during which authorities could consider the environmental implications of deep-sea mining and determine whether such activities can be undertaken without causing unacceptable damage.
The decision also comes against the backdrop of heightened geopolitical interest in Greenland. In September, Washington signed a security agreement with Greenlandic and Danish leaders after Trump had threatened to take control of the strategically important territory by force.
