Japan has introduced a sweeping reduction in speed limits on narrow urban and residential roads, cutting the permitted speed from 60km/h to 30km/h in a major road-safety measure aimed at protecting pedestrians, particularly children and older people.
The new rule came into effect on Tuesday and covers residential roads that do not have a centre line or a separately posted maximum speed limit. The measure is intended to make streets safer in densely populated urban areas, where narrow roads are often shared by motorists, cyclists and pedestrians and may have little or no dedicated space for people walking.
According to figures cited by Japanese media, the revised limit applies to roughly 870,000km of roads measuring less than 5.5 metres in width and lacking centre lines or median strips. These roads make up around 70% of Japan’s general road network, meaning the change represents one of the country’s most extensive efforts to reduce vehicle speeds in residential areas.
Japanese authorities have been particularly concerned about the safety of vulnerable road users on smaller streets. Although the country has made considerable progress in reducing overall traffic deaths, the improvement has not been equally evident on residential roads. The number of fatalities involving children and elderly people on such roads has remained at about 300 a year since 2021. The figure increased in 2025, marking the first rise in three years, according to data from Japan’s National Police Agency.
The nationwide speed-limit change follows earlier experiments with lower-speed zones. Japan introduced limited “Zone 30” areas in 2011, including on residential streets and routes used by schoolchildren. Those measures were associated with a 30% reduction in fatalities and serious injuries, according to figures reported by the Mainichi Shimbun. The results provided authorities with evidence that reducing vehicle speeds could have a significant impact on the severity of accidents in areas where pedestrians and vehicles frequently share the same road space.
The importance of the new limit is underscored by data on pedestrian survival rates at different vehicle speeds. Japanese police statistics indicate that the mortality rate for pedestrians involved in collisions with vehicles travelling at 30km/h or below is less than 1%. That rate increases to 2.7% when vehicles are travelling between 30km/h and 40km/h, while it rises sharply to 17.4% for collisions involving vehicles travelling between 50km/h and 60km/h.
Japan recorded a total of 2,457 traffic deaths in 2025, the lowest number on record, reflecting a long-term decline in road fatalities. However, authorities have continued to focus on smaller residential streets because the safety gains achieved on larger roads have not been replicated to the same extent in these neighbourhoods.
The new rules are especially relevant in Japan’s crowded cities, where roads can be extremely narrow and may not have conventional pavements. In such locations, pedestrians can find themselves walking close to moving vehicles, leaving little room for drivers to react when children, elderly residents or cyclists suddenly enter their path.
Police officials have urged motorists to recognise that greater caution is required on roads where different groups of road users operate in close proximity. National Police Agency Commissioner General Yoshinobu Kusunoki said drivers needed to pay particular attention on streets shared by vehicles, pedestrians and cyclists.
The nationwide move effectively changes the default approach to speed on a large portion of Japan’s narrow urban roads. Rather than relying solely on signs or individually designated low-speed zones, authorities are introducing a uniform 30km/h limit for qualifying streets. The objective is not simply to reduce the number of collisions but also to lessen the likelihood that crashes involving pedestrians will result in serious injury or death.
With the measure now in force, Japanese authorities will be watching accident and traffic data closely to determine whether the broader application of the 30km/h limit can reproduce the safety improvements seen in earlier pilot zones. The policy reflects a growing emphasis on designing urban streets around the safety of pedestrians and other vulnerable road users, particularly in neighbourhoods where cars, bicycles and people must share limited road space.
