Net migration to the UK reached a record high of over 900,000 in 2023, exceeding initial projections, despite stricter visa regulations beginning to limit arrivals, according to official data.

By June 2024, net migration had dropped by 20% to 728,000, primarily due to a reduction in dependents accompanying those on study visas following policy changes.
The record surge in 2023 occurred under the previous Conservative government, which had pledged to reduce immigration and introduced restrictions on students and care workers bringing family members. The newly elected Labour government, in power since July, has also expressed intentions to lower migration numbers by focusing on training domestic workers to address skill shortages.
The ONS attributed the sharp rise in 2023 figures to better data availability, improved methods for estimating migration, and updated information on Ukraine visa schemes.
High levels of legal migration also played a significant role in Britain’s 2016 decision to leave the European Union. Post-Brexit visa changes significantly reduced the number of EU migrants, but new work visa policies led to increased immigration from countries such as India, Nigeria, and Pakistan, especially to fill roles in health and social care.
