New Zealand is preparing to introduce stricter immigration rules specifically affecting Indian nationals, according to a media report, a move that has sparked political debate within the country and raised concerns over its potential impact on bilateral ties with India. The proposed changes come at a sensitive time, with the India–New Zealand Free Trade Agreement (FTA) awaiting parliamentary approval and Indian Prime Minister Narendra Modi expected to visit New Zealand later this month.
According to reports, work on revising New Zealand’s immigration settings is already underway. Immigration Minister Erica Stanford confirmed that a draft proposal outlining the changes has been circulated among ministers for consideration. However, she clarified that no final decision has yet been taken on the proposed immigration measures.
The issue gained prominence after New Zealand Foreign Minister Winston Peters publicly questioned the government’s approach, claiming that the proposed policy changes would impose tighter immigration rules on Indian nationals while leaving applicants from other countries unaffected. Peters argued that such a move could undermine New Zealand’s long-standing reputation as a transparent and fair partner in international relations.
Speaking in Parliament last week, Peters said government officials had briefed ministers on immigration proposals that would make visa settings more restrictive for India alone. He alleged that the measures singled out Indian applicants and warned that such an approach could adversely affect diplomatic and trade relations between the two countries. Peters also said officials had cautioned that the policy could expose New Zealand to legal challenges and even provoke retaliatory action from India.
The Foreign Minister maintained that the government must justify why the proposed restrictions would apply exclusively to India instead of being implemented uniformly across all countries that have free trade agreements with New Zealand. According to him, adopting country-specific immigration restrictions without adequate explanation could weaken confidence in New Zealand’s international commitments and damage its credibility among trading partners.
The proposed immigration changes have emerged against the backdrop of the recently negotiated India–New Zealand Free Trade Agreement, which still requires approval from New Zealand’s Parliament. Peters, who leads the coalition partner New Zealand First, has opposed the agreement, arguing that it does not adequately serve New Zealand’s interests. Despite his objections, the ruling National Party has secured support from the opposition Labour Party, making parliamentary approval of the legislation likely.
The debate has intensified as the agreement contains provisions related to trade as well as temporary movement of skilled professionals. While critics have expressed concern over immigration commitments under the FTA, a parliamentary committee recently concluded that the agreement does not significantly limit New Zealand’s ability to modify broader immigration policies in the future.
The controversy also comes ahead of Prime Minister Narendra Modi’s scheduled visit to New Zealand, which is expected to mark the first official visit by an Indian Prime Minister to the country in nearly four decades. The visit is being viewed as a milestone in strengthening bilateral relations following the signing of the free trade agreement earlier this year.
For now, the proposed immigration measures remain under discussion, with the New Zealand government yet to announce its final decision. The outcome is expected to be closely watched by Indian students, skilled professionals and businesses, as well as by policymakers in both countries given the broader implications for trade, mobility and diplomatic relations.
