About one‑third of Tuvalu’s roughly 11,000 residents have applied for Australia’s new “climate visa,” underscoring the existential crisis faced by one of the world’s lowest‑lying nations. With the archipelago’s elevation barely a few metres above sea level, intensifying king tides, storm surges, and progressively encroaching seas are forcing thousands of Tuvaluans to plan for potential displacement.
Tuvalu, the remote Pacific country scattered across nine coral atolls, is frequently described as the poster child for climate emergency and forced migration. The country’s average elevation is under 2 metres, with its highest point at just 4.6 metres above sea level. Scientific modelling warns that by 2100, up to 95 % of the capital, Funafuti, could be submerged during high tides and storms. Already, freshwater resources and agriculture face devastation due to saltwater intrusion, threatening food and water security.
In response, Australia and Tuvalu signed the Falepili Union treaty in November 2023. Ratified in August 2024, this pact includes a clause allowing approximately 280 Tuvaluan citizens per year to migrate to Australia under a dedicated “climate mobility pathway”. It also ensures increased funding for the Tuvalu Coastal Adaptation Project (TCAP), bolstering coastal resilience and land reclamation efforts. Yet, this allocation is not nearly sufficient to satisfy the demand: nearly 3,500 Tuvaluans—about one‑third of the entire population—have already applied for these climate visas.
TCAP, launched in 2017 with support from the Green Climate Fund and managed in partnership with the UNDP, aims to fortify key areas of Funafuti and outer islands like Nanumea and Nanumaga. Projects include raising platforms for roads and schools, constructing storm berms and seawalls, and reclaiming land—such as the 7.8‑ha platform built on Funafuti in late 2022. Despite these efforts, projections suggest that within decades, these islands may remain uninhabitable—even with such measures.
Tuvaluan leaders have been vocal in opposing total evacuation of one‑third population. They argue that migration of one-third population must be voluntary, phased, and accompanied by measures that preserve their culture and sense of sovereignty. Yet, faced with more immediate climate impacts, families are already applying for visas en masse, in effect pre‑empting potential displacement.
Australia, for its part, emphasizes its role as a “genuine and reliable partner” in the Pacific. The Falepili Union represents a landmark regional agreement—a blend of security pledges, climate financing, and managed migration pathways. It also strengthens bilateral ties, allowing Australia to shape Tuvalu’s broader security alignments in an increasingly strategic Pacific region.
Nonetheless, migration limits remain restrictive—just 280 visas annually for a nation the size of Tuvalu already generating over 3,500 applicants demonstrates the disparity between policy and need. Critics argue that without rapid expansion of the pathway or scaled-up coastal defenses, many Tuvaluans will look overseas not by choice, but by necessity.

Through its “climate visa,” Australia offers a model of measured humanitarian response. Yet, unless global emissions are curtailed and climate finance dramatically increased, more fragile nations will demand broader exit strategies before their homelands vanish beneath the waves.
