A series of deadly railway accidents in Spain has brought the country’s rail safety standards under scrutiny, with concerns mounting over ageing infrastructure, outdated signalling technology and inadequate investment in maintenance. Two major accidents on the same high-speed railway corridor within a year have raised questions about whether systemic shortcomings are putting passengers’ lives at risk.
The latest tragedy occurred on October 28, when two high-speed trains collided on the Madrid-Seville railway line, killing at least 69 people and leaving dozens injured. The accident has renewed concerns about the reliability of Spain’s extensive high-speed rail network, which is among the largest in the world.
According to the initial account of events, six trains operating on the Madrid-Seville corridor were brought to a halt around 8.30 am on Wednesday after a signalling system malfunction disrupted operations. An Iryo-operated train carrying 147 passengers stopped near an almond grove while its driver waited for further instructions from the railway control centre.
Another high-speed train operated by state-owned Renfe, carrying approximately 400 passengers, was travelling behind it. At around 8.36 am, a control centre operator reportedly authorised the Renfe train to resume its journey at normal speed, despite the Iryo train remaining stationary ahead. The Renfe train subsequently travelled at speeds of up to 146 mph before braking and crashing into the rear of the stationary train.
The collision has raised serious questions about the communication between railway control centres and train operators, as well as the safeguards designed to prevent accidents when signalling systems fail.
The incident is particularly concerning because the same railway corridor witnessed another major accident in January this year. A broken section of track caused a Madrid-bound train to derail and collide with an oncoming train, resulting in 46 deaths. Although the two accidents had different immediate causes, experts have pointed towards broader weaknesses in the country’s railway management and maintenance systems.
Spain began developing its high-speed railway network in the 1990s, with expansion gathering pace during the following decade. The country now has more than 1,880 miles of high-speed railway tracks, making it the second-largest network globally after China. However, maintaining and upgrading such an extensive system has become increasingly challenging, particularly as investment in the sector has remained relatively stagnant in recent years.
The latest collision took place on Spain’s oldest high-speed railway route, connecting Madrid with Seville. Inaugurated in 1992, the corridor continues to rely partly on the LZB signalling technology, an older system that uses physical cables to regulate train movements. The technology has become increasingly difficult to maintain because spare parts are not readily available and engineers with specialised expertise are in short supply.
The process of replacing the older technology with a modern signalling system was already underway on the route. However, frequent technical disruptions have continued to affect train operations. The chief executive of Iryo, Fabrizio Favara, had reportedly informed Spanish lawmakers weeks before the October accident that failures in the LZB system were among the most frequent reasons for prolonged train stoppages on the corridor.
Railway networks generally have multiple safety mechanisms to prevent collisions. When signalling equipment malfunctions, trains are expected to stop or operate at reduced speeds under the supervision of traffic controllers. The circumstances surrounding Wednesday’s accident have raised questions about why these safeguards did not prevent the second train from proceeding at full speed.
Transport Minister Óscar Puente criticised the decision to allow the Renfe train to resume its journey, describing it as inexplicable. However, railway experts have argued that safety procedures should be designed in such a manner that a single operational decision cannot expose hundreds of passengers to danger.
Railway engineer and author Gareth Dennis said the occurrence of two major accidents on the same railway corridor within a year pointed towards possible management and organisational failures rather than isolated technical problems.
The tragedy has also turned railway safety into a major political issue ahead of Spain’s November 29 general election. Opposition leader Alberto Núñez Feijóo has called for an independent and comprehensive assessment of the country’s railway infrastructure, arguing that the public deserves clarity about the condition of its transport network.
With two catastrophic accidents occurring on the same high-speed corridor in less than a year, Spain faces growing pressure to examine whether its railway infrastructure, maintenance practices and operational protocols are equipped to ensure passenger safety.
