Sri Lanka is witnessing a sharp increase in cybercrime activities as international scam syndicates, largely driven by Chinese criminal networks, shift their operations to the island nation following intensified crackdowns in traditional scam hubs across Southeast Asia.
Sri Lankan authorities have raised concerns over the growing presence of foreign nationals entering the country on tourist visas and allegedly establishing sophisticated online fraud operations targeting victims across the world. Law enforcement officials describe the trend as alarming, warning that the country is rapidly becoming an attractive destination for transnational cybercrime groups.
According to police records, authorities have conducted more than a dozen raids on suspected scam centres since the beginning of the year. Nearly 700 foreign nationals have been arrested and deported in connection with cyber fraud activities. Most of those detained were Chinese citizens, although suspects from Vietnam, India, Indonesia, Laos, Myanmar, Malaysia and the Philippines have also been implicated.
In one of the latest operations in Colombo, investigators uncovered an elaborate scam setup allegedly run by a Chinese syndicate. Officers seized forged legal documents, fake corporate registrations, fabricated financial certificates and dozens of passports. The group was reportedly attempting to convince victims, particularly in the United States, to invest in a fictitious company falsely presented as a multi-billion-dollar American enterprise.
Experts say Sri Lanka’s emergence as a cybercrime destination is linked to a combination of factors, including relaxed visa regulations, the introduction of digital nomad visas, reliable internet connectivity and comparatively lower operational costs. Criminal groups displaced from Cambodia, Myanmar and other Southeast Asian countries are believed to be exploiting these conditions to establish new bases.
The shift comes amid an extensive regional crackdown on online scam compounds that had flourished in Cambodia and Myanmar over the past decade. Those operations, often controlled by Chinese criminal organisations, have been associated with large-scale fraud schemes ranging from cryptocurrency investment scams and romance fraud to online gambling and money laundering. International agencies estimate that such scam networks have generated billions of dollars in illicit profits while victimising people across multiple continents.
Investigators and cybercrime researchers believe that rather than operating from large fortified compounds as seen in parts of Southeast Asia, many groups in Sri Lanka are adopting a more decentralised model. Smaller teams are reportedly working from rented apartments, beach resorts and commercial properties, making detection more difficult for authorities.
Sri Lankan authorities have responded by strengthening cooperation between police, immigration officials and financial regulators. A dedicated cybercrime unit has also been established to monitor and dismantle these networks. Officials say more than 1,000 suspects linked to cybercrime operations have been arrested this year as enforcement efforts intensify.
Security analysts warn that unless swift action is taken, Sri Lanka risks becoming a permanent node in Asia’s expanding cybercrime ecosystem. While regional crackdowns have disrupted many large-scale scam centres, experts caution that criminal networks remain highly adaptable and continue to seek new jurisdictions with regulatory gaps and limited enforcement capacity.
