In a significant shift in national security policy, the United Kingdom has announced a comprehensive defence overhaul aimed at restoring the country’s war-fighting readiness. The new Strategic Defence Review, unveiled by Prime Minister Keir Starmer’s government, outlines an ambitious roadmap to modernize the military, respond to emerging threats, and reaffirm the UK’s commitment to global security in a volatile geopolitical landscape.
One of the cornerstone elements of the review is a substantial increase in defence spending. The government plans to raise military expenditure to 2.5% of GDP by 2027, with the long-term ambition of reaching 3% by 2034. This financial commitment comes amid heightened global tensions and growing concerns over the assertiveness of nations such as Russia, China, Iran, and North Korea. Defence Secretary John Healey warned that the UK must be prepared for the increasing risk of high-intensity conflict, particularly as cyberattacks and hybrid warfare become more prevalent.
A key focus of the review is strengthening the Royal Navy’s underwater capabilities through the expansion of the UK’s nuclear-powered submarine fleet. Up to 12 new attack submarines will be constructed as part of the AUKUS partnership, enhancing deterrence and operational readiness. In parallel, the Ministry of Defence will establish a dedicated cyber command to counter rising cyber threats and strengthen both offensive and defensive digital capabilities.
To ensure the armed forces are adequately equipped, the government is investing £6 billion in munitions production, including the creation of six new arms factories. This is expected to support the production of 7,000 long-range weapons and create around 1,800 new jobs, bolstering the domestic defence industry. The review also outlines a shift in warfare strategy through the adoption of the “20-40-40” model, which will integrate a mix of traditional forces, drone technology, autonomous systems, and long-range precision weapons, reflecting the changing nature of combat operations.
Despite widespread support for enhancing military readiness, the government’s plan has drawn criticism over its economic implications. Some opposition leaders and analysts have questioned the sustainability of the funding model and expressed concern about potential cuts to other sectors such as foreign aid or public welfare. Nonetheless, the government insists the changes are vital to protect national interests and maintain the UK’s influence on the world stage.
