A small Pacific island nation, Vanuatu, is pressing ahead with a United Nations resolution aimed at strengthening global action on the climate crisis, despite strong opposition from the United States under President Donald Trump. The move highlights growing tensions between vulnerable island states and major industrial powers over responsibility for climate change and the costs of environmental damage.
Vanuatu has been leading efforts at the UN to push governments to act on a landmark advisory opinion issued by the International Court of Justice (ICJ), which said countries could face legal consequences if they fail to curb greenhouse gas emissions and protect the environment. The resolution being proposed at the UN General Assembly seeks to encourage nations to implement the court’s guidance and take stronger action against the climate crisis.
However, the Trump administration has reportedly tried to derail the proposal, warning that the measure could harm American economic interests and place pressure on major fossil fuel industries. According to diplomatic communications, the United States urged Vanuatu to withdraw or significantly alter its draft resolution. US officials have argued that the measure could expose countries to legal claims or demands for compensation if they fail to adequately address climate change.
Despite the pressure, Vanuatu has indicated it is determined to continue pursuing the resolution. Officials from the island nation said they had already made some adjustments to the draft text in an attempt to secure broader international support and prevent the proposal from being blocked entirely. The revised version of the resolution is expected to be put to a vote at the UN later this month.
Vanuatu and other small island nations have repeatedly warned that climate change poses an existential threat to their survival. Many of these countries contribute only a tiny fraction of global greenhouse gas emissions but face some of the most severe consequences of rising sea levels, extreme weather events and environmental degradation. Their leaders have increasingly used international legal and diplomatic platforms to demand stronger accountability from major polluting nations.
The push for a UN resolution follows the ICJ’s advisory opinion issued last year, which stated that countries have obligations under international law to address climate change and prevent environmental harm. The opinion also suggested that nations responsible for significant emissions could be required to compensate countries suffering climate-related damage.
Climate advocates and several international organisations have backed Vanuatu’s efforts, saying the resolution could strengthen global momentum for climate justice. They argue that transforming the ICJ’s legal interpretation into a formal UN framework would encourage governments to adopt stronger policies to cut emissions and protect vulnerable communities.
At the same time, the debate reflects a wider divide between developed economies and climate-vulnerable states over financial responsibility for environmental damage. Critics of the US position say opposition from Washington demonstrates resistance from some major emitters to proposals that could increase their legal or financial obligations.
Vanuatu’s climate change minister, Ralph Regenvanu, said attempts to weaken or block the resolution were disappointing but would not stop the country’s campaign. He warned that continued expansion of fossil fuel production could have severe consequences for future generations and for nations already suffering the worst impacts of climate change.
As the UN prepares to consider the resolution, the outcome could become a significant test of the international community’s willingness to hold major polluters accountable and to respond to the urgent concerns of countries most vulnerable to the climate crisis.
