German automobile giant Volkswagen has confirmed plans to eliminate a total of 100,000 jobs by 2030 as part of one of the most extensive restructuring programmes in its history. The company’s decision comes as it faces intensifying competition from Chinese carmakers, weak demand in some major markets, pressure on profit margins and the costly transition towards electric vehicles.
The latest restructuring agreement adds another 50,000 job reductions to the cuts previously agreed by the company, taking the overall reduction in Volkswagen’s workforce to around 100,000 positions by the end of the decade. With the Volkswagen Group employing roughly 650,000 people globally, the planned reduction represents about 15% of its workforce and is expected to have a major impact on the company’s operations, particularly in Germany.
The agreement was reached after negotiations between Volkswagen management, employee representatives and unions, helping the company avoid a potentially damaging confrontation with its workforce. The restructuring is intended to significantly lower costs and address excess production capacity across Europe.
Volkswagen has been under increasing pressure from Chinese manufacturers that have rapidly expanded their presence in the European electric vehicle market. Companies from China have been able to compete aggressively on price and technology, putting pressure on established European manufacturers. Volkswagen has also struggled with declining sales in China, traditionally one of its most important markets, while the transition away from petrol and diesel vehicles has increased costs and required substantial investment.
The company has acknowledged that its traditional business model has become increasingly difficult to sustain. Volkswagen has historically relied heavily on developing vehicles in Germany, manufacturing them in Europe and selling them around the world. Changing global trade patterns, tariffs, intense competition and shifting consumer demand have made that model less profitable.
As part of its turnaround strategy, Volkswagen intends to simplify its vehicle range substantially. The company plans to reduce the number of models it offers by around half and cut product complexity by about 75% by 2035. The aim is to concentrate resources on high-volume and profitable models while reducing the costs associated with producing a large number of different vehicles.
The company is also seeking to address substantial excess manufacturing capacity in Europe. Volkswagen estimates that its European operations can produce more than 500,000 vehicles beyond what the market can currently absorb. Production at several German facilities could therefore be phased out during the early 2030s.
Four German plants — in Emden, Zwickau, Hanover and Neckarsulm — face uncertainty over their future production. Under the current plan, vehicle production at these locations could end between 2031 and 2034 rather than immediately, giving the company and employee representatives more time to manage the transition.
Volkswagen Chief Executive Oliver Blume has described the restructuring as necessary to restore the company’s competitiveness. The company is targeting an operating margin of 9% by 2030, compared with about 3.8% in the first half of 2026. It also wants to increase annual vehicle sales to around nine million and improve the efficiency of its global operations.
Despite the scale of the job reductions, the agreement is designed to avoid immediate compulsory redundancies. A significant portion of the workforce reduction is expected to take place through natural attrition, retirement and voluntary arrangements, although the precise impact on individual locations and employees will depend on further negotiations.
Volkswagen’s restructuring also comes at a time when the wider European automobile industry is undergoing significant disruption. Other major manufacturers have announced or considered job reductions as they deal with weaker demand, high production costs, competition from Chinese electric vehicle makers and uncertainty surrounding trade policies. Volkswagen’s proposed cuts are nevertheless among the largest workforce reductions announced by a major global automaker.
Investors responded positively to the restructuring agreement, viewing it as an important step towards addressing Volkswagen’s long-standing cost and capacity problems. The company’s shares rose sharply following the announcement, reflecting expectations that the restructuring could improve profitability.
However, significant challenges remain. Volkswagen must balance cost reductions with the need to invest heavily in electric vehicles, software and new technologies while protecting its position in key international markets. The company plans to invest about €135 billion in capital expenditure and research and development between 2027 and 2031.
The restructuring therefore represents more than a simple workforce reduction. Volkswagen is attempting to fundamentally reshape its business, reduce manufacturing capacity, streamline its vehicle portfolio and respond to a rapidly changing global automobile market. The success of the strategy will depend on whether the company can reduce costs quickly enough while developing competitive electric vehicles and regaining ground against increasingly powerful Chinese rivals.
