Europe is once again battling an intense heatwave, exposing how poorly prepared many countries remain for extreme temperatures despite decades of scientific warnings about climate change. Record-breaking heat has disrupted daily life across the continent, with schools, hospitals, transport systems and public infrastructure struggling to cope as experts warn that such events are becoming increasingly frequent and severe due to global warming.
Scientists and policymakers have long cautioned that rising global temperatures would increase the intensity and frequency of heatwaves. However, experts say adaptation efforts have failed to keep pace with the growing risks. Although Europe has introduced emergency heat plans, expanded warning systems and promoted measures such as better urban planning, tree cover and improved ventilation, these initiatives have not been implemented widely enough to protect communities from increasingly dangerous summers.
The devastating European heatwave of 2003, which claimed nearly 70,000 lives, marked a turning point by prompting governments to develop heat action plans and strengthen emergency response mechanisms. Yet more than two decades later, many public buildings, including schools and hospitals, remain ill-equipped to withstand prolonged periods of extreme heat. Much of Europe’s housing and infrastructure was designed for cooler climates, leaving millions vulnerable during prolonged hot spells.
Climate researchers say the latest heatwave would have been virtually impossible without human-induced climate change. Rising overnight temperatures, coupled with increasing humidity, have made conditions particularly dangerous because the human body gets little relief after sunset. Scientists warn that unless greenhouse gas emissions are reduced rapidly, deadly heatwaves will become even more common in the coming decades.
While authorities have encouraged practical measures such as creating shaded public spaces, planting more trees and improving building designs, implementation has often been slowed by political disagreements, funding constraints and public resistance. The debate over expanding air-conditioning has also become contentious, with supporters viewing it as a public health necessity while critics argue it could increase energy consumption and emissions if powered by fossil fuels.
The current heatwave has already caused widespread disruption across Europe. Several countries have recorded unprecedented temperatures, healthcare systems are facing rising numbers of heat-related illnesses, transport services have been interrupted, and concerns are growing over drought, agriculture and water supplies. Climate experts say these recurring crises demonstrate that emergency responses alone are no longer sufficient. They argue that governments must invest in long-term adaptation while accelerating efforts to cut fossil fuel emissions, warning that Europe can no longer treat extreme heat as an exceptional event but as a defining feature of its changing climate.
