France’s National Assembly has approved a controversial emergency agriculture bill that allows the temporary reintroduction of two pesticides linked to harm to bee populations, setting off strong criticism from environmental groups, scientists and opposition lawmakers who argue that the move weakens the country’s long-standing environmental commitments.
The legislation was passed after an intense parliamentary debate, with 296 lawmakers voting in favour and 224 opposing the measure. The bill seeks to provide relief to French farmers who have argued that they are at a competitive disadvantage compared to their counterparts in other European Union countries where the same pesticides remain authorised. Under the new law, regulators will be able to grant temporary exemptions permitting the use of the controversial chemicals under specific circumstances.
The two pesticides at the centre of the controversy have been banned in France because of concerns over their impact on bees and other pollinators, although they continue to be permitted under European Union regulations. Farmers supporting the legislation contend that the restrictions have reduced crop productivity and made it harder for them to compete in the European market. They argue that temporary exemptions are necessary to safeguard agricultural production while maintaining food security.
Environmental organisations, however, have condemned the decision, warning that bees and other pollinating insects play an indispensable role in maintaining biodiversity and agricultural ecosystems. Scientists have repeatedly highlighted that declining bee populations could have long-term consequences for food production, as many crops depend on insect pollination. Critics also argue that the legislation undermines years of progress made by France in strengthening environmental protections and reducing reliance on harmful pesticides.
The bill has also exposed divisions within the French government. Environment Minister Monique Barbut briefly resigned in protest after Parliament approved the legislation, expressing concern over the government’s environmental direction. However, President Emmanuel Macron and Prime Minister Sébastien Lecornu later persuaded her to remain in office, signalling the administration’s attempt to contain political fallout while defending the legislation as a necessary response to farmers’ concerns.
Apart from pesticide provisions, the legislation contains several other measures intended to support the agricultural sector. These include changes to water management policies aimed at increasing irrigation capacity and simplifying certain farming regulations. However, opponents argue that these measures could weaken protections for wetlands and natural resources at a time when France continues to grapple with the effects of climate change, including recurring droughts and extreme weather events.
The controversy has intensified because the legislation follows previous legal battles over pesticide use. Last year, France’s Constitutional Council blocked an earlier attempt to reintroduce similar chemicals, citing environmental concerns. The latest law adopts a different legal approach by permitting temporary exemptions rather than restoring unrestricted use, although critics insist that it effectively achieves the same outcome.
Environmental campaigners and several opposition parties have indicated they may again challenge the law before France’s Constitutional Council, arguing that it conflicts with constitutional guarantees protecting the environment. Legal experts believe the court’s ruling could determine whether the legislation remains in force or requires significant amendments.
Supporters of the measure maintain that the exemptions will be granted only under tightly controlled conditions and are essential for protecting farmers from economic hardship. They argue that French agriculture faces mounting pressure from international competition, rising production costs and increasingly unpredictable weather patterns, making regulatory flexibility necessary to sustain domestic food production.
Despite those assurances, the legislation has reignited a broader debate across France over balancing agricultural competitiveness with environmental conservation. While farming unions have largely welcomed the move as a practical solution to immediate challenges, environmental groups view it as a significant setback for biodiversity protection and fear it could encourage future rollbacks of ecological safeguards. The dispute is expected to remain at the centre of France’s political and environmental discourse as legal challenges and public opposition continue in the coming weeks.
