The Donald Trump administration has expanded its immigration enforcement efforts beyond US borders, with the government moving to recover about $423 million in unpaid fines and fees from migrants who have already been deported from the country. The initiative involves private contractors tasked with locating former migrants in other countries and assessing their ability to repay debts owed to the US government.
According to US Customs and Border Protection (CBP) procurement records cited in reports, the outstanding amount is linked to more than 66,300 people who were removed from the United States. The government has awarded two-year contracts to four private firms — Global Recovery Group, The Baptiste Group, Caduceus Inc. and Response AI Solutions — with each contract carrying a maximum value of $9 million.
The companies have been authorised to undertake investigative work to locate individuals outside the United States. Their methods could include examining property photographs, utility records, employment information and court documents to establish where deported migrants are living and determine whether they have the financial capacity to pay the penalties. The move marks an unusual extension of US immigration enforcement, as many of the people being pursued are no longer physically present in the country.
The collection effort could, however, face significant practical and legal challenges. Government procurement documents do not clearly explain how US authorities would compel people living overseas to pay the outstanding amounts. Questions have also emerged over whether deported migrants have the financial resources to settle the debts, particularly those who returned to countries where their economic circumstances may be considerably weaker. Some may also no longer have access to US bank accounts, which are among the payment mechanisms identified by federal authorities.
The fines originate partly from a provision of the 1996 immigration law that permits the government to impose daily civil penalties on certain individuals who remain in the United States after receiving an order to leave. Although the provision was not widely used for years, the first Trump administration revived the practice and issued substantial financial penalties against some immigrant families.
The Joe Biden administration discontinued that enforcement effort in 2021, arguing that the policy had produced limited results and diverted government resources from other immigration priorities. The Trump administration has now brought the penalties back on a significantly larger scale. In some cases, migrants can face fines approaching $1,000 for each day they remain in the country after being ordered to depart, allowing liabilities to rise to hundreds of thousands or even millions of dollars.
Figures from the Department of Homeland Security indicate that between Trump’s return to the White House on January 20, 2025, and July 16, 2026, Immigration and Customs Enforcement issued more than 103,000 civil fines with a combined value exceeding $84 billion. Despite the huge value of the penalties issued, the government had collected only about $1.2 million by July 16, highlighting the difficulty of recovering such debts.
The administration has also explored other ways of collecting unpaid penalties, including lawsuits, withholding wages and intercepting tax refunds. Some migrants who remain involved in legal proceedings over their immigration status have reportedly received bills exceeding $1 million.
For people already deported, the financial consequences may extend into their future dealings with the United States. Collection notices have reportedly reached some deportees in countries such as Mexico. The notices can warn that interest may accumulate and that outstanding debts could potentially be considered in future immigration proceedings. This could create another obstacle for deported migrants who later seek US visas or permission to return to the country.
The latest move comes as the Trump administration continues to pursue a broad immigration crackdown through deportations, penalties and efforts to encourage migrants to leave voluntarily. At the same time, authorities are offering incentives through the CBP Home app, including assistance with travel and, in some circumstances, cash payments for migrants who voluntarily depart. Homeland Security has also indicated that certain outstanding fines may be eligible for forgiveness.
The effort to recover $423 million from people living outside the United States nevertheless represents a significant expansion of the administration’s approach to immigration enforcement. Rather than ending enforcement measures when a migrant is deported, the government is now seeking to pursue outstanding financial obligations internationally, potentially making immigration-related debts a continuing issue even after an individual has left US territory.
