A heated debate has emerged in Australia over the taxation of the country’s lucrative gas export industry after a senate hearing revealed that the government earns more tax revenue from beer than from gas exports. The issue has sparked widespread public discussion and renewed calls for the introduction of a 25% tax on gas exports, even as the federal government remains reluctant to support the proposal.
The controversy gained national attention earlier this year during a senate hearing when Independent Senator David Pocock questioned treasury officials about the comparatively low tax collected from Australia’s massive gas export sector. In a clip that later went viral on social media, Pocock expressed disbelief that one of the world’s largest gas exporters was collecting less tax revenue from gas than from beer sales. The video has since attracted millions of views online and reignited public anger over the country’s energy taxation policies.
The debate comes at a time when Australians are struggling with rising living costs and increasing domestic gas prices. The situation has been worsened by global instability linked to the US-Israel conflict involving Iran, which has contributed to international fuel market uncertainty. As the federal budget approaches, the issue of gas taxation has become one of the most discussed economic topics in the country.
Former treasury secretary Dr Ken Henry has strongly backed the idea of increasing taxes on gas exports. During another senate hearing, Henry criticised Australia’s current approach, arguing that the country has failed to secure adequate returns from its natural resources. He compared the situation to selling a valuable asset while keeping only a small fraction of the profits. Henry also recalled his unsuccessful attempt to introduce a mining tax more than a decade ago, saying Australia could have accumulated tens of billions of dollars in public wealth had the proposal succeeded.
Supporters of a gas export tax often point to countries like Norway, which has built one of the world’s largest sovereign wealth funds through taxes on its natural resources. Australia, despite being resource-rich, has a comparatively smaller sovereign wealth fund. Critics argue that stronger taxation policies could have funded major public services such as healthcare, education, and parental support schemes.
According to the Australia Institute, a progressive think tank, a 25% levy on gas exports could generate nearly A$17 billion annually for the government. Public support for the idea appears to be growing, with recent polling showing a majority of Australians favour the proposal while only a small percentage oppose it.
Social media commentators and activists have also played a significant role in amplifying the issue. Konrad Benjamin, a former teacher and political content creator, has frequently criticised the current tax structure in his videos and during senate testimony. He questioned why Australians receive limited financial benefits despite the country’s vast natural resource wealth.
Official figures highlight the growing concern. While gas exports surged in recent years and reached record levels during the Ukraine conflict, the Petroleum Resource Rent Tax is expected to generate only around A$1.5 billion in the 2025-26 financial year. In comparison, beer taxes are projected to raise nearly A$2.7 billion.
Experts say Australia’s tax system offers generous concessions to energy companies, allowing them to offset large development and infrastructure costs against future profits. Professor Samantha Hepburn of Deakin University noted that gas companies benefit particularly from these provisions due to the high upfront investment involved in major projects.
Despite mounting public pressure, Prime Minister Anthony Albanese has so far ruled out introducing a new gas export tax. However, with energy prices continuing to rise and public frustration growing, the debate is expected to remain a major political issue in the months ahead.
