London’s much-anticipated rollout of fully autonomous robotaxis has been delayed, with companies preparing to introduce driverless taxi services facing continued uncertainty over the regulatory framework needed to operate them on the capital’s roads. The delay comes despite earlier efforts by the UK government to accelerate the introduction of self-driving vehicles and allow commercial trials to begin as early as 2026.
Transport for London (TfL) has yet to publish key guidance that companies need before they can seek approval to operate fully autonomous passenger services. The absence of the guidance has emerged as a major obstacle for firms including Uber, Wayve, Waymo and Baidu, all of which have been preparing to enter London’s growing autonomous-vehicle market.
Under the regulatory system, companies intending to operate automated passenger services must obtain the necessary approval from the Driver and Vehicle Standards Agency (DVSA). Vehicles also need to complete the required certification and registration procedures through the Vehicle Certification Agency. So far, no fully autonomous vehicle has completed the full approval process required for commercial robotaxi operations, according to reports.
The setback is particularly significant for Uber and British autonomous-driving company Wayve, which have been working together on a robotaxi service in London. The two companies had earlier indicated that they hoped to begin offering fully driverless rides in the capital during 2026. More than 100,000 people have reportedly signed up to express interest in using the service, underlining the considerable public attention surrounding the planned launch.
Uber and Wayve have nevertheless made progress towards supervised autonomous operations. Their vehicles have been permitted to conduct pilot services under arrangements that still involve trained human safety drivers. Such trials allow the companies to gather data and test their technology in London’s complex traffic environment while the wider regulatory process for fully driverless operations remains incomplete.
The delay also affects other major players in the autonomous driving industry. Waymo, the self-driving vehicle division of Alphabet, and Chinese technology company Baidu are among those preparing for operations in the UK. Waymo has been developing plans for London while also pursuing expansion in other European markets. The competition reflects the growing global race to establish commercial robotaxi networks as autonomous driving technology moves from experimental projects towards wider public use.
London, however, presents particular challenges for autonomous vehicles. Its roads are often narrow and heavily congested, while traffic patterns can be complicated by buses, cyclists, pedestrians, delivery vehicles and the city’s distinctive road layouts. Transport authorities are therefore taking a cautious approach to ensure that the introduction of robotaxis does not undermine road safety or contribute to congestion.
TfL has stressed that safety and the wider impact on London’s transport network remain important considerations. Officials are expected to publish the necessary guidance, but the lack of a clear framework has made it increasingly difficult for companies to predict when fully driverless services can begin.
The postponement marks a change from the optimism surrounding London’s autonomous-vehicle plans earlier this year. The UK government had sought to establish the country as a leading market for self-driving technology and had introduced measures aimed at bringing autonomous vehicles onto public roads more quickly. However, the regulatory and technical hurdles have proved more complicated than initially expected.
For companies such as Uber and Wayve, the immediate focus is therefore likely to remain on supervised testing and preparing their vehicles for the eventual approval process. While robotaxis are already operating commercially in some cities outside the UK, London’s launch now appears likely to take place later than originally anticipated. The delay highlights the difficulties of introducing autonomous vehicles into a major urban transport system, where technological capability must be matched by detailed regulation, safety testing and public confidence.
