Pakistan is increasingly projecting itself as the modern custodian of the 5,000-year-old Indus Valley Civilization, signalling a notable shift in how the country presents its history and identity to the world. Archaeological sites such as Harappa, Mohenjo-daro, Taxila and Gandhara, once primarily viewed as remnants of an ancient civilisation, are now being highlighted as central symbols of Pakistan’s cultural heritage and diplomatic outreach. The renewed emphasis has sparked debate over how this pre-Islamic legacy aligns with the country’s post-1947 ideological foundations.
The renewed focus has gained momentum at a time when the Indus River has assumed greater geopolitical importance in relations between India and Pakistan. Following India’s decision in 2025 to place the Indus Waters Treaty in abeyance after the Pahalgam terror attack, discussions surrounding the river have expanded beyond water-sharing arrangements to include historical and civilisational narratives. By highlighting its association with the ancient Indus Valley Civilization, Pakistan is attempting to reinforce its historical connection with the river system that predates the creation of modern nation-states.
The article argues that this cultural positioning also serves domestic objectives. The Indus Valley narrative is being projected as a unifying historical identity for Pakistan’s diverse provinces, including Sindh, Khyber Pakhtunkhwa and Balochistan, at a time when the country continues to face political unrest, security challenges and regional tensions. It suggests that invoking a shared civilisational past may help strengthen a broader national identity that extends beyond religious or ethnic affiliations.
Pakistan’s official identity, however, has historically been rooted in the Two-Nation Theory, which formed the basis of the country’s creation in 1947. Constitutional developments over the decades further institutionalised Islam as the centrepiece of the state’s political and legal framework. The Objectives Resolution of 1949, the Constitution of 1956, the 1973 Constitution and later amendments collectively reinforced Pakistan’s identity as an Islamic republic. More recently, military leaders have continued to emphasise the country’s origins as a homeland for Muslims, reaffirming the ideological principles on which Pakistan was established.
For several decades after independence, Pakistan’s educational curriculum and official historical narratives largely focused on Islamic history, the arrival of Islam in the subcontinent, Muslim rulers and the Pakistan Movement. Historians and academic studies have frequently criticised school textbooks for presenting history through an ideological lens while giving limited attention to pre-Islamic civilisations and the region’s broader cultural diversity. Recent academic research has also highlighted concerns regarding the portrayal of religious minorities and the need for more inclusive educational material.
Against this backdrop, the increasing prominence being given to Harappa, Mohenjo-daro and other ancient archaeological sites marks a significant shift in Pakistan’s historical narrative.
