The United States and Japan have jointly intervened in the foreign exchange market to support the Japanese yen, marking the first coordinated effort by the two countries to strengthen the currency since 1998. The intervention follows months of discussions between officials in Washington and Tokyo over the yen’s prolonged weakness and its wider impact on inflation, trade and financial markets.
The move represents a significant shift in the currency relationship between the two allies, which has historically been a sensitive subject. Japan has previously taken independent steps to prevent excessive depreciation of the yen, but those interventions failed to produce a lasting turnaround. This time, Tokyo received backing from the US Treasury, with Treasury Secretary Scott Bessent publicly supporting measures aimed at strengthening the Japanese currency.
The yen had come under intense pressure in recent months, reaching levels that raised concerns among Japanese policymakers. A weaker yen increases the cost of imported goods and energy, placing additional pressure on households and contributing to inflation. For the Japanese government, strengthening the currency has therefore become increasingly important as it seeks to contain the impact of higher import costs on consumers and the broader economy.
Washington also had reasons to support a stronger yen. A significantly weaker Japanese currency can offset some of the trade effects of US tariffs by making Japanese exports more competitive. American officials were also concerned that instability in Japan’s financial markets, including heavy selling of Japanese government bonds, could push yields higher and potentially affect US Treasury markets. These shared concerns encouraged the two governments to deepen discussions on exchange-rate policy.
According to officials familiar with the discussions, US involvement in possible yen-buying operations was considered as early as January. The New York Federal Reserve also conducted unusual rate checks during that period as Japan faced increasing pressure from the falling currency. Japanese Finance Minister Satsuki Katayama said she held numerous discussions with Bessent, many of which focused on exchange rates and the need to address the yen’s weakness. Their contacts increased following Bessent’s visit to Japan in May.
Japan had already undertaken a major yen-buying operation between late April and early May, but the currency subsequently continued to weaken. The failure of that unilateral intervention reinforced the importance of international coordination. By late July, officials in both countries had developed a more closely coordinated approach.
The actual intervention was carried out late on July 30 after Japanese officials approved a plan to buy yen and sell US dollars. The move produced an immediate reaction in currency markets, with the yen strengthening sharply from around 162.80 yen per US dollar to approximately 157.80. The United States also prepared financial institutions for possible intervention, with the US Treasury informing several banks that action in the yen market could take place.
The currency intervention has also increased expectations that the Bank of Japan may accelerate its monetary-policy tightening. BOJ Governor Kazuo Ueda has highlighted growing inflation risks, comments that investors interpreted as a signal that another interest-rate increase could be considered at the central bank’s September meeting. US Treasury Secretary Bessent has repeatedly urged the BOJ to move faster on interest rates, arguing that a stronger monetary response could help address inflation and support the yen.
Bessent also welcomed Japan’s actions publicly, describing the steps as an effort to correct what he called the substantial undervaluation of the yen. He is expected to meet Ueda at a G20 finance leaders’ gathering later this month, ahead of the BOJ’s September policy meeting.
The coordinated intervention is being closely watched by global financial markets because government action in currency markets does not always deliver a lasting change. Analysts have noted that while direct intervention can influence exchange rates in the short term, the yen’s longer-term direction will depend on broader economic fundamentals, including Japan’s interest-rate policy, inflation, government finances and investor demand for Japanese assets.
The US-Japan move therefore represents more than an attempt to push the yen higher. It signals an unusually close level of coordination between the two economies at a time when currency movements are increasingly intertwined with trade policy, inflation and government bond markets. Whether the intervention can produce a sustained recovery in the yen, however, will depend largely on whether coordinated market action is followed by broader changes in monetary and economic policy.
