The United States may raise its refugee admissions ceiling, currently set at a historic low of 7,500 for fiscal year 2026, in a move that could pave the way for more South Africans, particularly white Afrikaners, to be admitted under the refugee programme, according to statements by senior US officials.
The possibility of expanding the cap has triggered fresh debate over the direction of US refugee policy under President Donald Trump, whose administration sharply cut refugee admissions from the 125,000 ceiling in the previous fiscal year and has prioritised applications from South Africa. Officials indicated discussions are underway on whether the current quota should be raised in light of the pace of admissions and broader policy considerations.
Andrew Veprek, assistant secretary of state for population, refugees and migration, said the administration was assessing whether the ceiling may need revision before the next fiscal year. While he stopped short of confirming specific numbers or categories that may benefit, reports suggest officials are considering expanding the current cap substantially, potentially by as much as 10,000 additional slots.
The proposed increase comes as refugee admissions to the United States have become heavily concentrated around South Africans. Data cited in reports show roughly 4,500 South Africans have already been admitted in the first six months of the fiscal year, putting the programme on track to exceed the current limit if expanded. Only a handful of non-South African refugees have reportedly entered under the programme during the same period.
Washington has defended the admissions by citing claims that white South Africans, particularly Afrikaner farmers, face persecution and discrimination. South Africa has strongly rejected those allegations, dismissing assertions of race-based persecution and accusing the US of advancing a distorted narrative.
The issue has become a flashpoint in wider debates over immigration and humanitarian protections in the United States. Trump’s broader immigration crackdown has included restrictions on asylum, refugee admissions and other legal pathways, while courts continue to weigh challenges to several policies.
Officials have not clarified whether any expansion in refugee numbers would apply only to South Africans or could extend to other persecuted groups. That uncertainty has fueled speculation over whether the administration may seek to reshape the refugee programme beyond its current South Africa focus.
At the same time, reports have emerged that some South Africans admitted under the programme have chosen to return home, citing personal reasons or second thoughts about resettlement, even as the US explores expanding the initiative.
The potential increase in admissions would mark a notable shift after months of sharply reduced refugee intakes and could signal a recalibration of the administration’s refugee policy, even if limited to selected groups. For now, the White House has indicated any decision on raising the ceiling rests with the president, while officials continue internal deliberations.
The discussions also come amid ongoing negotiations related to deportations, asylum rules and temporary protections for migrants from other countries, underscoring how refugee admissions remain entwined with the administration’s broader immigration agenda.
