Japan has scrapped its long-standing ban on exporting lethal weapons, marking a historic departure from its post-World War II pacifist policy and signalling a significant shift in its defence and foreign policy posture amid rising regional tensions.
The decision, approved by Prime Minister Sanae Takaichi’s Cabinet, removes key restrictions that had for decades limited Japan’s defence exports largely to non-combat equipment such as surveillance systems and protective gear. Under the revised guidelines, Japanese firms can now export a wide range of military hardware—including warships, missiles, fighter jets and combat drones—to partner nations with existing defence agreements.
The move is aimed at strengthening Japan’s defence industrial base and enhancing its role in global security cooperation. Officials have argued that the evolving geopolitical environment—particularly growing concerns over China’s military expansion, North Korea’s nuclear programme and broader regional instability—necessitated a rethink of Japan’s long-held restrictions.
Government representatives said the new policy would help create a more favourable security environment for Japan while boosting its domestic defence sector. It is also expected to deepen ties with allies such as the United States, Australia and several Southeast Asian nations, many of whom have welcomed the shift as a step toward strengthening collective security.
However, the decision has triggered sharp criticism from China, which views the move as a worrying sign of Japan moving away from its pacifist principles toward remilitarisation. Chinese officials have expressed “grave concern,” warning that such steps could destabilise the region and revive historical anxieties linked to Japan’s wartime past.
The concern in Beijing also stems from the broader strategic implications of the policy. By entering the global arms market more actively, Japan could emerge as a significant defence supplier in Asia, potentially altering the regional balance of power and countering China’s influence. The shift comes at a time when countries are increasingly looking to diversify defence partnerships amid global conflicts and supply constraints in traditional arms-producing nations.
Despite the sweeping changes, Japan has maintained that certain safeguards will remain in place. Exports to countries involved in active conflicts are generally restricted, although exceptions may be considered under specific national security circumstances. All arms transfers will require approval from Japan’s National Security Council and oversight mechanisms to ensure compliance with international norms.
Domestically, the policy shift has sparked debate, with critics arguing that it undermines Japan’s pacifist constitution and could entangle the country in global conflicts. Protests have also been reported against the easing of arms export rules, reflecting concerns among sections of the public about the long-term implications of the move.
The lifting of the ban represents one of the most consequential changes in Japan’s postwar security policy. While the government insists it remains committed to peace, the decision underscores a broader recalibration of Japan’s role in an increasingly uncertain global order—one that is being closely watched, particularly by China.
